Quality Assurance office of Universitas Gadjah Mada (hereinafter called with KJM-UGM) was established on 27 November 2001 in accordance with the decree of the Rector of UGM (no. 123/P/SK/Set.R/2001). KJM-UGM in accordance with the decree founding the duty to perform:
- Planning and implementation of the overall Quality Assurance System at UGM
- Making the necessary tools for the implementation of Quality Assurance
- System Monitoring the implementation of the Quality Assurance System
- Auditing and evaluation of the implementation of quality assurance
- Reporting periodically on the implementation of the Quality Assurance System to the Rector of UGM.
Establishment of KJM begins with activities related to quality improvement, among others Teaching Improvement Workshop (TIW) 2001 Faculty of Engineering, Akta-5, Applied Approach, and PEKERTI. In addition, since 1999 until now UGM been an active member in the ASEAN University Network on Higher Education for Quality Assurance (AUN-QA). Experience working with AUN-QA and the European Community in AUN Program, and Project Quality for Undergraduate Education (QUE-Project, 1998-2005) has produced a Quality Assurance Office (KJM) in 2001.
The concept of Quality Assurance System-Higher Education (SPM-PT) in UGM has been made and socialized to entire unit leaders, managers, professors, students, and staff in the university and college level in 2002. From the evaluation of the implementation of the concept of SPM-PT socialization was composed of academic documents (in the form of academic policy, academic standards, and draft academic regulations) and document quality (in the form of quality manual and quality procedures) at the university level and faculty, as well as specifications and competency of graduates at level courses. The success in the preparation of the document due to the strong commitment of the UGM leaders, and support personnel from the internal auditors UGM (who had been trained SPM-PT and Academic Internal Quality Audit (AMAI) UGM). The internal auditors also become a driving force of the formation of the implementing organization of SPM-PT UGM throughout the faculty at UGM.
The first SPM-PT and AMAI training activities performed on 18 to 24 October 2003, with the chief facilitator Assoc. Prof. Damrong Thawesaengskulthai from Chulalongkorn University of Thailand. Based on the completeness of documents and has streamlined all SPM-PT UGM organization device, then on October 11, 2004, The complete SPM-PT UGM declared by Rector of UGM.
Up to 2010 was held 7 cycles of SPM-PT/SPMI and AMAI/AMI for undergraduate program, 2 cycle SPM-PT/SPMI and AMAI/AMI for graduate program, 1 cycle of SPM-PT/SPMI and AMAI/AMI for postgraduate program and Vocation program, and three times of faculty audit.
KJM facilitate UGM portfolio preparation for institutional accreditation by the National Accreditation of Higher Education (BAN-PT). After going through desk assessment and site assessment at the end of 2007, BAN- PT plenary meeting on 7 July 2008 decided Gadjah Mada University Accredited A (Very Good).
From 2005, KJM assist Directorate General of Higher Education as a training facilitator SPM-PT/SPMI and AMAI/AMI for all universities in Indonesia. Until 2007, more than 700 colleges participated in the training.
Kantor Jaminan Mutu Universitas Gadjah Mada (selanjutnya disingkat KJM-UGM) didirikan pada tanggal 27 November 2001 sesuai dengan SK Rektor nomor 123/P/SK/Set.R/2001. KJM-UGM sesuai dengan SK pendiriannya mengemban tugas untuk melakukan:
- Perencanaan dan pelaksanaan Sistem Jaminan Mutu secara keseluruhan di Universitas Gadjah Mada
- Pembuatan perangkat yang diperlukan dalam rangka pelaksanaan Sistem Jaminan Mutu
- Pemantauan pelaksanaan Sistem Jaminan Mutu
- Auditing dan evaluasi pelaksanaan jaminan mutu
- Pelaporan secara berkala pelaksanaan Sistem Jaminan Mutu di Universitas Gadjah Mada kepada Rektor.
Pendirian KJM-UGM diawali dengan kegiatan-kegiatan yang terkait dengan peningkatan mutu pembelajaran, antara lain Teaching Improvement Workshop (TIW) 2001 Fakultas Teknik, Akta-5, Applied Approach, dan PEKERTI. Selain itu, sejak tahun 1999 sampai sekarang UGM menjadi anggota aktif dalam ASEAN University Network on Higher Education for Quality Assurance (AUN-QA). Pengalaman bekerja sama dengan AUN-QA dan European Community dalam AUN Program, serta Quality for Undergraduate Education Project (QUE-Project, 1998-2005) telah melahirkan Kantor Jaminan Mutu (KJM) pada tahun 2001.
Konsep Sistem Penjaminan Mutu – Perguruan Tinggi (SPM-PT) di UGM telah dibuat dan disosialisasikan kepada seluruh pimpinan, pengurus, dosen, mahasiswa, dan tenaga kependidikan di tingkat universitas dan fakultas pada tahun 2002. Dari hasil evaluasi terhadap pelaksanaan sosialisasi konsep SPM-PT disusunlah dokumen akademik (yang berupa kebijakan akademik, standar akademik, dan draf peraturan akademik) dan dokumen mutu (yang berupa manual mutu dan prosedur mutu) di tingkat universitas dan fakultas, serta spesifikasi dan kompetensi lulusan di tingkat program studi. Keberhasilan penyusunan dokumen tersebut karena adanya komitmen yang sangat kuat dari Pimpinan UGM, dan dukungan tenaga dari para auditor internal UGM (yang telah mengikuti pelatihan SPM-PT dan Audit Mutu Akademik Internal (AMAI) UGM). Para auditor internal tersebut sekaligus menjadi motor penggerak pembentukan organisasi pelaksana SPM-PT UGM di seluruh fakultas di lingkungan UGM.
Kegiatan pelatihan SPM-PT dan AMAI yang pertama dilaksanakan pada tanggal 18-24 Oktober 2003, dengan ketua fasilitator Assoc. Prof. Damrong Thawesaengskulthai dari Chulalongkorn University Thailand. Berdasar kepada kelengkapan dokumen dan telah tersusunnya semua perangkat organisasi SPM-PT UGM, maka pada tanggal 11 Oktober 2004 dideklarasikan Pelaksanaan Menyeluruh SPM-PT UGM oleh Rektor.
Sampai dengan 2010 telah dilaksanakan 7 siklus SPM-PT/SPMI dan AMAI/AMI program studi jenjang S-1, 2 siklus SPM-PT/SPMI dan AMAI/AMI program studi jenjang S-2, 1 siklus SPM-PT/SPMI dan AMAI/AMI program studi jenjang S-3 dan Vokasi, serta tiga kali audit fakultas.
KJM membantu penyusunan portofolio UGM untuk proses akreditasi institusi oleh Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT). Setelah melalui tahap penilaian meja (desk assessment) dan penilaian lapang (site assessment) pada akhir tahun 2007, rapat paripurna BAN-PT pada tanggal 7 Maret 2008 memutuskan Universitas Gadjah Mada Terakreditasi A (Sangat Baik).
Dari tahun 2005 KJM membantu Direktorat Jenderal Pendidikan Tinggi sebagai fasilitator pelatihan SPM-PT/SPMI dan AMAI/AMI bagi seluruh perguruan tinggi di Indonesia, sampai dengan tahun 2007 lebih dari 700 perguruan tinggi ikut serta dalam pelatihan tersebut.
